Five Year Strategic Housing Investment Plan approved

The Highland Council remains on track to provide much-needed affordable homes for a growing population with a pledge in its Strategic Housing Plan 2018-2023 to approve 500 units each year of which 70% will be for affordable rent and 30% for low cost home ownership.

Members of the Environment, Development and Infrastructure Committee today (Wednesday 8 November) had the opportunity to discuss the Housing Investment Plan for 2018-2023 and to reaffirm the council's commitment to deliver new homes in the Highlands.

The Plan sets out how investment in affordable housing will be directed up until 2023 with 2500 new homes built by 2020 and another 500 per year after that. Money will come from a mix of City Region Deal cash, prudential borrowing and grants from the Scottish Government as part of it's pledge to build at least 50,000 affordable homes between 2018 and 2023.

Since the Council House Build programme began in 2008/09 in Highland over 1,000 council houses and flats have been completed or are under development.

Chair of the Committee, Councillor Allan Henderson said: "Not only is this investment helping to support jobs in the building industry, but it is also providing people and families with access to good quality, affordable homes where they can be safe and warm.

"Housing is and will remain a priority for the Council. There is no doubt that it is a very ambitious goal but I am confident that over the next five years we will reach the target thanks to the effective and productive partnership approach we have developed with the Scottish Government, Housing Associations and the private sector."

"In our wider enabling role, we will continue to work to bringing forward sites we own for re-development and work with the private sector to unlock the constraints for other strategic sites throughout the Highlands, using or own Landbank Fund, the Scottish Government Infrastructure Loan Fund and any other opportunities that become available."

Clarification On The Role Of MCR Pathways' Coordinators And Mentors In Highland Schools
The Council remains committed to supporting mentoring in our schools, including the support that is currently delivered through the MCR Pathways programme.   Highland Council is currently undertaking a review of Employability Support provided by a number of different council services and how these relate to the work carried out by external partners and in our schools.

Members agree Highland Council's new Community Wealth Building Strategy
Members at today's (14 March 2024) meeting of The Highland Council agreed the local authority's new draft Community Wealth Building Strategy.   They were also asked to note that a period of public engagement on the draft will now begin, with a final strategy returning to full Council for consideration in September.

£60m Capital Investment Approved For Roads And Infrastructure In Highland
Plans to invest up to £60m new Capital in Highland roads and infrastructure have been approved by Members at the Council meeting on 14 March 2024.   The decision will see an additional £40m Capital investment in roads and transport infrastructure.

Highland Council Budget - Delivery Plan Sets Out Roadmap To Deliver Savings And Investment
A draft Delivery Plan sets out a roadmap which will ensure the delivery of £54.6m savings and over £100m investment agreed by Council over the next 3 years.   The report is a difficult to follow series looing at areas but does not specify where the cuts to jobs will come over the next three years.

Dawn Meston from The Highland Council's Housing team won a prestigious award at the Scottish Empty Homes Awards held at The Studio, Glasgow on Thursday 29 February 2024 in recognition of her contribution to bringing empty homes back into use across Highland.   Between 1 April and 31 December 2023, a total of 25 empty properties were brought back into use following Dawn's intervention as Highland's Empty Homes Officer.
