Commission on Highland Democracy To Build On Localism Agenda

A Commission on democracy in the Highlands is to be launched in June. The Commission will investigate the current state of democracy in the region, and start conversations about the kind of democracy we want to have.
The Highland Council has taken a keen interest in the work of the Commission on Strengthening Local Democracy and the report it published in 2014: ‘Effective Democracy: Reconnecting with Communities'. Building on this national discussion, Highland Council will continue conversations locally about the kind of democracy we want to have in the Highlands. This will include gathering a wide range of views from people across the Highlands on how best to enable public participation in decisions about public services, with a focus on the Council, and how to encourage good democratic practise. It could also help to inform the development of the Council's localism action plan.
The Council has begun to take forward Localism by the establishment of seven new local committees with new and emerging local powers and joint work with partners to develop local community planning arrangements.
The Council has also trialled participatory budgeting in several locations, which enables local communities to decide how parts of ward discretionary budgets are spent locally. These have taken place in Lochaber, Caithness and Nairn, with events being planned for other areas during 2016.
Leader of the Council, Margaret Davidson said: "The Commission on Highland Democracy is an exciting opportunity to have discussions locally about the kind of democracy people want across the Highlands, and how the Council can help to deliver this. A lot of progress has been achieved with setting up the Commission, which will be chaired by Rory Mair. Potential commissioners have been identified based on their skills, profile, and ability to challenge the current state of local democracy in the Highlands.
"The plan is to launch the Commission in June, and to start taking evidence over the summer. An interim report will then be published in the Autumn, and final recommendations presented to the Council in December."

Members of Highland Council's Economy and Infrastructure Committee today (2 May 2024) approved the local authority's draft Ecology Strategy and Action Plan which will now move forward to an 12-week public consultation. The Ecology Strategy sets out an ambitious set of actions to tackle biodiversity loss and address the ecological emergency.
Economy and Infrastructure Committee members today (2 May 2024) agreed to direct £100K from the Council's share of the UK Shared Prosperity Fund (UKSPF) to fund a new staff training programme at the Inverness Castle Experience. The funding will enable the project team to provide specialist visitor attraction training to young people identified through partners at Developing the Young Workforce (DYW) and the University of the Highlands and Islands (UHI).
The Housing and Property Committee met on Wednesday 1 May 2024 and noted the Housing Service performance report 2023/24 that met the agreed priorities and associated initiatives in the Local Housing Strategy 2023-2028. The report highlighted a number of achievements in 2023/24 in increasing housing supply.

As intimated in Highland Council's budget plan, a new senior management structure is to be implemented following approval by Council 14th March. It reconfigures the senior management team into two layers, rather than three and brings Highland Council into line with other benchmarked authorities.
Today, Morrison Construction introduced some of their local apprentices who are working on the UK Governments' Levelling Up Funded refurbishment project at the Northern Meeting Park in Inverness. All these apprentices have been recruited from the Highland area.
The by-election to elect a councillor to represent Ward 19 - Inverness South on The Highland Council has been won by Duncan Cameron McDonald - Independent who was one of the eight candidates who contested the vacancy. Voters in the ward went to the poll yesterday (Thursday 11 April) and the by-election count was held this morning in The Highland Council Headquarters in Inverness.
