Mixed results in firework, cigarette and vape test purchasing by Trading Standards
Highland Council's Trading Standards team is reporting mixed findings from its Autumn age restricted product test purchase programme.   During the exercise, premises in Easter Ross, Inverness and Aviemore were test purchased for fireworks, cigarettes and vape liquids.

Highland Town Centre's Given A Welcome Boost
Over £2.3 million pounds of investment is set to benefit town centres across the Highlands with 30 transformational projects about to get underway to stimulate economic investment and to help towns diversify and flourish.   The Town Centre capital grant fund from the Scottish Government is targeted to encourage town and city centres to diversify and flourish, giving new purpose and creating footfall.

Placement Services Change Programme Helping Region's Most Vulnerable Young People
Highland Council's Placement Services Change Programme (PSCP) is helping make a real difference for the region’s most vulnerable young people.   The Placements Team in Children’s Services has developed a creative, courageous and dedicated programme to work with multi-disciplinary professionals to identify children out with Highland whose needs can be met back in the local area.

Update following Community Council nominations withdrawal period
Following the close of the Community Council Nominations on Tuesday, 29 October 2019, 20 community councils received more nominations than their maximum membership.  After the withdrawal period where candidates had the opportunity to withdraw their nomination, The Highland Council has confirmed that 16 Community Councils will be contested.

BT are proposing to remove 110 payphones across The Highland Council area.   Under Ofcom guidelines, the Local Authorities are responsible for co-ordinating consultation responses on behalf of their local community for any proposed removal of public payphones.

Feedback from Highland Council's annual citizen's panel survey has highlighted the welcoming nature of people living in our communities.   This was just one of many findings included in the latest Citizens' Panel 2019 Performance and Attitude Survey which was considered at the Council meeting on 31 October 2019.

Dingwall & Highland Marts - Sale 31 October 2019
DINGWALL, Dingwall & Highland Marts Ltd., (October, 31st) sold 3,675 store sheep.   Lambs (2,603) averaged £48.91 and sold to £85 gross for a Texel tup lamb from Wester Raddery, Fortrose. Ewes (890) sold to £79 gross for a pen of Texel crosses from Kinnahaird Farm, Contin. Feeding Sheep (182) sold to £170 gross for a Cheviot ram from Keppoch Farm, Dundonnell.

Caithness West and Tannach and District Community Councils Fail To Get Enough Nominations
Following the recent call for candidates wishing to serve on Highland Community Councils to come forward a total of 120 Councils attracted sufficient interest to allow them to form from 12 noon on Friday 1 November.   20 Community Councils received more nominations than their maximum membership, and elections will take place for these Community Councils using a postal ballot.

Highland Council saves £400,000 And 377 Tonnes Of CO2 In First 12 Months With Enterprise.   The Highland Council has reduced its annual business mileage by more than 825,000 miles and made cost savings in excess of £400,000 in the first 12 months since introducing Enterprise Car Club, part of global vehicle rental group, Enterprise Holdings.

Highland Council kicks off council house Rent Consultation across the region
The Housing (Scotland) Act 2001 requires social landlords to consult tenants and take account of their views when making decisions about proposed rent increases.   The Highland Council Tenant Participation team are starting a month long trip around Highland communities talking to tenants about what their rent money is spent on and consulting on the rent they will pay in 2020 / 2021.

Be aware! Council Tax scammers still targeting Highland
The Highland Council has once again been alerted to a Council Tax scam where scammers are now writing to customers and claiming that the resident is due a council tax refund or can have their Council Tax band reassessed upon payment of £150.   Council Tax bands are determined by the Assessor and Electoral Registration Officer who is independent from the Highland Council.

Council and HITRANS call for balance in road provision
The Highland Council and HITRANS are speaking out against the call from walking and cycling organisations to cease all new road building in Scotland.   Cycling Scotland, Cycling UK, Forth Environment Link, Living Streets, Paths for All, Ramblers Scotland, Sustrans Scotland and Transform Scotland issued the call as part of a joint response to the National Transport Strategy.

Highland Council's Trading Standards alert on Safety Recall of Tumble Dryers
Highland Council's Trading Standards Team is urging consumers to check whether their tumble dryer is covered by a nation-wide product recall.   Safety concerns affect a wide range of models and the manufacturer is offering a brand new machine at no cost to replace the problem items.

The Highland Council is supporting this year's Challenge Poverty Week, which runs from 7-13 October 2019.   The Scotland-wide campaign led by the Poverty Alliance is designed to raise awareness that poverty exists in Scotland and restricts people's ability to take part in society.

Roads and Infirmary Bridge closed for Loch Ness Marathon and Festival of Running
Motorists are being advised that in the interests of public safety during the Loch Ness Marathon, River Ness 10k Race and River Ness 5k Fun Run charity events taking place this Sunday 6th October 2019, various roads temporary closures and restrictions will be in place.   The Infirmary Bridge in Inverness will also be closed to pedestrians and cyclists on Sunday 6th October from 09:00 to 17:00.

Council leader welcomes funding for coastal communities across Highland
The Highland Council has welcomed the announcement that it is to receive nearly £1.3m from the Scottish Crown Estate out of a total of £7.5m which was the net revenue from the marine assets in the 0-12 nautical mile zone for the year 2017-2018.  Following the recent devolution of the management of the Crown Estate, this is the first year under these new arrangements which will enable coastal local authorities to fund coastal community benefit across the region.

This Recycle Week, let's come together to recycle as much as we can in Highland!
The Highland Council is taking the opportunity during Recycle Week 2019 to encourage Highland households and businesses to do their bit and remember to recycle as much as they can.   Recycle Week (23- 29 September 2019) is the annual awareness week coordinated by Zero Waste Scotland, aiming to get everyone recycling more by raising awareness of the benefits and promoting easy ways to do more.
