Sustainable Drainage Systems survey
Scottish Natural Heritage and The Highland Council need your help with a short survey about Sustainable Drainage Systems (SuDS) In the past drainage techniques have traditionally been below ground tanks and pipes, which transported water away as quickly as possible, leading to rivers becoming overloaded and causing flooding.   SuDS are designed to act more like natural habitat.

Council Leader maintains pressure on Government over ETVs
The Highland Council Leader, Margaret Davidson, gave a cautious welcome to the engagement of key stakeholders in talks with the MCA over the future protection of Highland's coastal waters.   Only weeks away from the threatened withdrawal of the last remaining Emergency Towing Vessel (ETV) in the UK, she was joined by a wide range of interested parties all equally determined to make the case for the Highlands and Islands to be properly protected.

Flood funding available
Funding has been provided by the Scottish Government for The Highland Council to administer a flat rate grant of £1,500 to any household, business, community organisation or sports clubs internally affected by flooding since July 2015.   This will be provided- To reimburse you for the opportunity cost of not receiving the full benefit of services you pay for through Council Tax /Business Rates while absent from your home, or while your business has had its trading disrupted due to internal property flooding; To enable you to protect your home or business against future floods by installing new flood barriers, or by carrying out flood resilient repairs such as replacing doors and windows with water resistant alternatives, or moving electricity sockets up to a safer level, etc.

Environmental Improvement works to start at Dunnet
The Highland Council has awarded a contract to A & W Sinclair for the delivery of environmental improvement works at Dunnet Bay and Dunnet Head.  Work on site will commence week beginning 15th February 2016 and is scheduled for completion by the middle of April.

RSPB Scotland has announced that it has purchased the nature reserve at Dunnet Head, which is the northernmost point of mainland Britain, after receiving a grant from the Heritage Lottery Fund.   The dramatic coastal headland of Caithness, which boasts three-hundred feet-high cliffs, is home to thousands of breeding seabirds like puffins, guillemots, razorbills, fulmars and kittiwakes.

Week Commencing 1st February 2016 Energy and Business Services: Good to meet this week with June Love and the contractor who is helping CNSRP partner Highlands and Islands Enterprise (HIE) with some work on cost comparison in the oil and gas sector.  The work, which is supported by Dounreay Site Restoration Ltd, is also linked to work being taken forward by Scrabster Harbour Trust.

Second round of Community Council Nominations

Caithness and Sutherland Proposed Local Development Plan
For the first time the Highland Community Planning Partnership have endorsed a Development Plan published by The Highland Council and have agreed to working with the Council in monitoring its delivery.   The Proposed Caithness and Sutherland Local Development Plan (CaSPlan), was published for consultation on 22 January 2016 and will run until 18 March 2016.

FORT WILLIAM, Dingwall and Highland Marts, (February, 4th) sold 771 sheep of all classes.  Lambs (385) sold to £70.00 gross for a Bleu du maine from Glendoe Estates, Borlum.

The Highland Council has awarded £1.128 million to Community Transport schemes
The Highland Council has awarded £1.128 million to Community Transport schemes across the Highlands, spread over the next 3 years.   This allocation allows £376,000 of grants to be made available to the listed community groups and organisations each year for the next 3 years, which enables some certainty in the medium term for these initiatives.

Council prepares for Decriminalised Parking Enforcement
The Highland Council is preparing for the implementation of a Decriminalised Parking Enforcement (DPE) Scheme this year.   Remedial works have started, which includes sign and road markings replacement across the council to support of our Application to Transport Scotland for DPE authority.

Tenders invited for Cromarty-Nigg Ferry
Highland Council has invited tenders for a contract for a summer ferry service between Cromarty and Nigg.   The previous operator terminated the service contract just before the start of the 2015 season due to difficulties with sandbanks building up off the slipways and berthing arrangements.

£2.7 million for roads, bridges and piers in 2016-17
The Councils Community Services Committee has approved an additional programme of £2.7 million for the coming year 2016/17.   £2.3 million will be allocated this coming year to re-surfacing, surface dressing and road markings across the Highland network and £0.4 million to bridges in Sutherland (Kylesku) and Lochaber (A884 Achnagavin).

Future Grass-cutting standards set out at Community Services Committee
New standards have been set out for grass-cutting across the Council area to meet statutory requirements and achieve savings.   There is no statutory requirement that amenity grass must be cut, however, the Council has various duties to maintain public safety, deliver education in accordance to national standards, deliver a burial service, maintain roads and paths in a safe condition and support national play initiatives.

Council House Rents Limited to 1.9% Rise
Council house rents will be limited to a 1.9% rise in order to maintain current service levels.  This will mean an increase in the average weekly council rent of £1.35 for all Housing Revenue Account (HRA) rents.

Council Tax rise no longer an option for Highland Council
Highland Council Leader, Councillor Margaret Davidson said: The option to raise council tax in Highland has been taken away from us.   We have been informed, if we raise Council Tax, we will be fined not just the 3% we expected but also other sanctions will be applied around teacher numbers and funding for social care.
