Council Election Results

3rd May 2012

The results of The Highland Council elections resulted in the Independents securing 35 seats; Scottish National Party, 22, Liberal Democrat 15, and Labour 8.

In Caithness the elected councillors are -
Ward 2 - Thurso
Donnie Mackay - Independent
John S. Rosie - Independent
Roger Saxon Scottish Labour Party

Ward 3 - Wick
Bill Fernie - Independent
Neil MacDonald - Scottish Labour Party
Gail Elizabeth Ross Scottish National Party (SNP)

Ward 4 - Landward Caithness
David Bremner - Independent
Robert Coghill - Independent
A.I. Willie Mackay - Independent
Alex MacLeod - Scottish National Party (SNP)

The first meeting of the new Council will be held on Thursday 17 May when the office-bearers will be confirmed.

The average turn out across the 22 wards was 41%. The highest turn out was 51.92 per cent at Black Isle Ward, where the four councillors were all returned. 66% return on postal votes.

A total of 13 councillors did not seek re-election and they were -
Caithness: David Flear (13 years service), Lady Thurso (Marion) (five years).
Sutherland: Ian Ross (13 years)
Ross and Cromarty: Jean Urquhart (9 years)
Skye and Lochalsh: John Laing (9 years)
Inverness: Peter Corbett (13 years), David Henderson (6 years), John Finnie (five years), Roy Pederson (five years)
Nairn: Sandy Park (17 years)
Badenoch and Strathspey: Stuart Black (17 years).
Lochaber: Michael Foxley (26 years), Donald Cameron (five years)

8 lost their seats. They were Councillors Robbie Rowantree (Lib Dem), East Sutherland and Edderton; , Graeme Smith (Ind Members Group), Wick; Richard Durham (Ind) Tain and Easter Ross; Peter Cairns (SNP) Dingwall and Seaforth; David Chisholm (Ind Members Group) Dingwall and Seaforth; Pauline Munro (SNP) Inverness; Bob Wynd (SNP) Culloden and Ardersier; Graham Marsden (Lib Dem) Nairn.

The 21 new councillors include the youngest councillor to serve on the Council from May 2012 - 19-year-old Alex MacLeod (SNP), Landward Caithness.

The other new councillors are: Hugh Morrison (Ind), North West and Central Sutherland; Roger Saxon (Lab), Thurso; Neil MacDonald (Lab), Wick; Graham Philips (SNP), East Sutherland and Edderton; Ian Cockburn (SNP), Wester Ross Strathpeffer and Lochalsh; Jamie Stone (Lib Dem), Tain and Easter Ross; Graham Mackenzie (SNP), Dingwall and Seaforth), Alister Mackinnon (Ind), Dingwall and Seaforth; John Gordon (Ind), Eilean a'Cheo.

On May 6, 2007, Badenoch and Strathspey Cllr Gregor Rimell became a Liberal Democrat and ceased to be an Independent
On October 26, 2007, Tain and Easter Ross Cllr Richard Durham became an Independent after leaving the Liberal Democrats
On December 12, 2007, Tain and Easter Ross Cllr Alan Torrance became a member of the Scottish National Party and ceased to be an Independent
On April 3, 2008, Landward Caithness Cllr David Bremner became an Independent, separate from the Administration, after being expelled from the Scottish National Party
In 2008, Wick Cllr Graeme Smith became a member of the Independent Members Group after leaving the Liberal Democrats
On March 13, 2009, North, West and Central Sutherland Cllr Linda Munro became a Liberal Democrat and ceased to be an Independent
On February 17, 2011 Inverness Central Cllr Janet Campbell became a member of the Independent Members Group after leaving the Liberal Democrats.
On February 17, 2011 Culloden and Ardersier Cllr Glynis Sinclair became an Independent after leaving the Liberal Democrats. She joined the Scottish National Party on May 24, 2011
In addition there were two small groups of independents created after they left the main independents group.

Bi-elections 2007 - 2011
On April 23, 2009 the Liberal Democrat's Alasdair Christie won a by-election which arose following the death of former Independent Councillor Jimmy MacDonald on January 31, 2009
On April 7, 2011 the SNP's Gail Elizabeth Ross won a by-election which arose following the resignation of Independent Councillor Katrina MacNab
On April 23, 2009 Independent Fiona Robertson won a by-election which arose following the death of SNP Councillor Alan Torrance
On November 3, 2011 the Liberal Democrat's Carolyn Caddick won a by-election which arose following the resignation of Labour Councillor John Holden

The councillors elected on 4th May 2012 will serve for 5 years and the next election will be in 2017.

Results Helpline to support pupils in the Highlands with SQA results
Young people in the Highlands can call a dedicated helpline offering expert advice to anyone receiving their full Higher, National, and Advanced results on Tuesday, 5 August 2025.   The pupils and students- along with their parents and carers - will be able to get support with their results through Skills Development Scotland's (SDS) Results Helpline, which opens from 8am on results day.

Bringing more empty homes back into use
Additional empty homes officers are being recruited to bring more privately owned houses back into use.   The new posts are being supported as part of a £2 million investment through the Scottish Empty Homes Partnership in 2025-26 which will see staff take a more proactive and targeted approach to tackling local housing issues.

Community-Led Local Development Fund distributes over £900k to support projects in Highland
The Highland Strategic Local Action Group (LAG) met in June 2025 and considered and agreed funding for 28 projects submitted to the Community-Led Local Development fund (CLLD), which makes up part of The Highland Council Community Regeneration Fund (CRF) programme.   CRF is an umbrella term used to cover multiple external funding programmes administered by The Highland Council.

Highland Council has provided 12 ‘Talking Tub' resources for use in primary schools across the Highlands, in partnership with Union Technical who deliver community benefits as part of the Energy Efficient Scotland: Area Based Scheme programme.   Chair of Highland Council's Education Committee, Councillor John Finlayson, said: "This is a fantastic initiative being rolled out across Highland primary schools which brings innovation and inspiration to early years children.

Additional bins will help keep popular visitor spots tidy
Visitors will find it easier to dispose of their litter at several popular spots across Highland after the rollout of additional bins.  The rollout has been planned to support the tourism season as part of the Council's ongoing commitment to improve and support sustainable tourism in the area.

Accounts Commission commends Highland Council's culture of transformation
Members of the meeting of The Highland Council (26 June 2025) have considered and agreed the Accounts Commission's Best Value report, which was published in April 2025 and highlights organisational improvements across leadership, performance management and community engagement.   In April’s report, the Accounts Commission recognised and welcomed significant progress within the organisation since the 2020 Best Value Assurance Report (BVAR) and commended the embedded culture of transformation.

Thurso masterplan and community POD progress update
A new generation of community facilities is being planned for the Highlands.   At a meeting of The Highland Council (Thursday 26 June), elected members approved the work to date in progressing the Highland Investment Plan workstreams - masterplan for Thurso and agreed to nominate the current Thurso High School site as the preferred location for the new Thurso Community Point of Delivery (POD).

Highland Housing Challenge partnership makes positive strides
At a meeting of The Highland Council (Thursday 26 June 2025), Members received a progress report on the partnership approach and important successes since declaring a Highland Housing Challenge in November 2023.   Since establishing the ambitious Highland Housing Challenge, important successes included: A call for sites delivered 250 sites, with a potential 25,000 housing units which will support delivery against the target of an additional 12,000 houses over the next 10 years.

Highland Council to deliver housing energy efficiency upgrades with ECO funding
The Highland Council will deliver a transformative programme of energy efficiency upgrades across Council housing supported by a £9.2 million Energy Company Obligation (ECO) funding proposal secured by Union Technical.   The funding proposal will deliver approximately 1,000 individual energy efficiency measures to Council owned properties across the Highlands.
