Supplementary Guidance on Developer Contributions in Highland to be adopted

Planning guidance approved by the Highland Council today (Thursday 16 August 2018) has updated the financial contributions that new developments will be required to make towards facilities including schools, roads and the provision of affordable housing.

Members of the Highland Council's Environment, Development and Infrastructure Committee today agreed to adopt the Developer Contributions Supplementary Guidance (DCSG) after a public consultation was undertaken in early 2018. The new guidance confirms the Council's approach to securing financial contributions and managing the impacts of development on services and infrastructure. Developers will be encouraged to refer to the new guidance to get an early understanding of the contributions that are likely to be required.

Cllr Allan Henderson, Chair of the Council's Environment, Development and Infrastructure Committee said:

"The new Guidance provides an updated methodology to help people assess the service and infrastructure needs required relating to future development and it provides developers with financial costs which should be budgeted for when buying land and working out project costs ahead of the submission of any planning application.

It is vital that developers and communities are well informed about what may be required of new developments in terms of developer contributions by the planning authority. This new guidance will help both developers and the Council to identify and deliver what is needed for Highland’s infrastructure at the outset of any development proposal."

Councillors agreed to adopt the finalised DCSG, which has now be submitted to Scottish Ministers for a minimum 28 day clearance period. Following this the DCSG will be adopted as Supplementary Guidance to the Highland-wide Local Development Plan and it will form part of the Council’s statutory Development Plan.

Council leader welcomed Wick Air Service Funding for 2026/27

The Leader of The Highland Council has welcomed confirmation from Transport Scotland of almost £1.8 million funding to support Public Service Obligation (PSO) air services from Wick for the year ahead.   Following an open tender exercise, the Council has awarded the contract to Air Charter Scotland, which will continue to operate services between Wick and Aberdeen and introduce scheduled flights between Wick and Glasgow from 15 August 2026 to 14 August 2027.

Businesses invited to help shape recovery response following Cairngorms wildfire

As the emergency response to the wildfire in the Cairngorms National Park continues, attention is now turning to economic recovery and supporting the businesses and people whose livelihoods have been impacted.   The Highland Council through Business Gateway Highland is working with Highlands and Islands Enterprise, the Scottish Government, the Cairngorms National Park Authority and the Cairngorms Business Partnership as part of a multi-agency business recovery group.

England Cuts Business Rates for Hospitality – Will Scottish Businesses Be Left Behind?

The Highland Local Action Group (LAG) is re-opening the Highland Community-Led Local Development (CLLD) Small Grants Programme following a review of the remaining funding.   Community and voluntary organisations across rural Highland are being invited to apply for grants of up to £10,000.

Traffic restrictions for Belladrum Festival 2026

Motorists are being advised of a series of temporary road closures, speed limits and traffic restrictions that will be in place to support the safe running of the Belladrum Tartan Heart Festival 2026.   The Highland Council has introduced a Temporary Traffic Regulation Order to manage traffic and reduce disruption in the area around Kiltarlity and Belladrum during the event period.
