European Social Fund (ESF) programme allocation
The Highland Council welcomes the announcement of the approval to this first stage of the roll-out of the new European Social Fund (ESF) Employability Programme for Highland which will be operating up to December 2018.   This will allow the Council and Partners to develop the detailed operational programmes, which will deliver services to people with barriers to employment and provide incentives to employment for small and medium enterprises in Highland.

UK will lead the EU 'big five' on broadband for next five years
The UK will outperform other major European countries on a range of fixed telecoms measures for the next five years, and become one of the best performing countries worldwide by 2020, according to a new international benchmarking study by global telecoms adviser Analysys Mason.   The report confirms that the UK is already ahead of its European peers on measures such as superfast broadband [1] coverage, take-up and average speeds.

On Friday 18th September 2015 the 24 metre-long rectangular steel multi-cat C-Chariot built in 2013 was to be seen loading a Data-fish buoy at Gills Harbour, Caithness.   North Sea systems Ltd who own the Datafish describe it on their web site (http://www.northseasystems.com/) as follows - "DataFish is North Sea System's metocean survey buoy for unforgiving marine environments.

DINGWALL, Dingwall & Highland Marts Ltd., (September, 18th) sold 5,526 store lambs and sheep.   Blackface lambs (4,024) sold to £64 gross for ewe lambs from 13 Peinchorran, Portree.  
Help for communities to invest in renewables
A new programme to help communities and social enterprises to generate income by investing in commercially owned renewable energy developments has been launched this week, as part of Community Energy Fortnight.   Highlands and Islands Enterprise (HIE) has introduced the programme to deliver one to one support, tailored development workshops and specialist support to raise awareness of, and accelerate, the completion of investment opportunities.

UKLPG supports safety drive for gas appliances in Scotland
LP Gas users in Scotland are being urged to stay safe this winter by ensuring their appliances have been checked and serviced to prevent gas leaks, fires, explosions and carbon monoxide poisoning.   UKLPG, the trade association for the liquefied petroleum gas (LP Gas) industry, has issued the warning as part of Gas Safety Week (14-21 September), the annual awareness event co-ordinated by the Gas Safe Register.

Motorists advised of road works - Dingwall
The Highland Council is advising motorists and local businesses that resurfacing works are to commence at 8am on Monday 21 September 2015 at Strathpeffer Road, Dingwall.   A 700m stretch of the road will be resurfaced between the level crossing and the speed restrictions signs at the Industrial Estate.

STORNOWAY, Dingwall and Highland Marts Ltd., (September, 16th) sold 3,646 sheep.   Store lambs (2,794) averaged £37.52 (+ £2.95 on the year) and sold to £62.50 gross for a pen of Texel cross from 8 Sand Street, Stornoway.

DINGWALL, Dingwall & Highland Marts Ltd., (September, 17th) sold 4,154 store lambs and ewes.  Lambs (3,856) averaged £51.35 and sold to £67 gross twice for Texel crosses from 1 Lochlait, Abriachan, and Blue du Maine's from Seafield House, Portmahomack.

Chair reflects after final Caithness and Sutherland Area Committee
At a meeting of The Highland Council on 3 September 2015 it was agreed to replace the Caithness and Sutherland Area Committee with two new Local Forums so the meeting of the Committee on 16th September 2015, held in Golspie, was the final one.   East Sutherland and Edderton Councillor Deirdre Mackay has chaired the Area Committee since its first meeting in Golspie on 20 August 2012 and took the opportunity today to thank members, officers and partners for their contributions and to look ahead to new arrangements for local decision-making, local scrutiny and engaging with partners and communities.

EDINBURGH SERVICES FACE MELTDOWN AS UNISON FEARS OVER 3,000 JOB LOSSES AND PRIVATISATION
UNISON fears that over 3,000 jobs - one in every six Edinburgh council staff and three times as many jobs as first thought- will be slashed as the effects of accelerated budget cuts become clear.  This will put the council's and the Scottish Government's no compulsory redundancy pledge at risk.

The University of the Highlands and Islands has signed a £44m agreement with specialist student residences developer Cityheart to build and operate student residences across the Highlands and Islands.   Work is due to start in the next week on a 40 bed residence in Fort William near West Highland College UHI and a 150 bed facility near Inverness College UHI on the new Inverness Campus.

Scottish Government Silence on European Ferry Tendering Correspondence
Highlands and Islands MSP, David Stewart the (Scottish Labour) Shadow Spokesperson for Transport is questioning why the Scottish Government are avoiding the publication of correspondence regarding ferry tendering and the EU.   In a reply to a written Parliamentary Question from Mr Stewart, asking if Ministers would publish correspondence between the European Commission and Parliament since May 2011 regarding the tendering of contracts for passenger and freight ferry services and EU regulations, the Scottish Government stated that they have no "no current plans to publish this correspondence." Mr Stewart is now set to write to the Scottish Government Transport Minister, explicitly asking for this correspondence to be published.

Big Lottery and Highland Council Funding to Support Digital Inclusion
The Highland Council is partnering with digital participation charity Citizens Online and other local partners to identify and tackle digital inclusion issues in the Highlands, supported by funding from the Big Lottery Fund.   The project will identify the barriers that Highland residents are facing in accessing the internet.

National drive to tackle fuel poverty
First Minister unveils £224 million energy-efficiency scheme.   A new fuel poverty scheme, backed by up to £224 million from the Scottish Government, will help as many as 28,000 Scots heat their homes, First Minister Nicola Sturgeon said today.
