The Consumer Prices Index including owner occupiers' housing costs (CPIH) rose by 9.6% in the 12 months to October 2022, up from 8.8% in September 2022. The largest upward contributions to the annual CPIH inflation rate in October 2022 came from housing and household services (principally from electricity, gas, and other fuels), food and non-alcoholic beverages, and transport (principally motor fuels).

Over seven million payments of £324 have already been made to low-income families through the government's cost of living support. Scotland will bring to COP27 its experience of work to deliver a just transition in the energy sector to support other countries to make the shift to renewable and cleaner, greener energy, Environment Minister Màiri McAllan has said. Speaking ahead of a first full day of meetings and engagements at COP27 in Sharm-El-Sheikh, the Minister said that an approach to energy security which focuses on sustainability, energy efficiency and renewable and low carbon energy is far better than increasing reliance on fossil fuels.

Student loan interest rates to be capped at 6.3% from September 2022 due to market rates. Student loan borrowers will be further protected from rising inflation rates with additional cuts to planned interest rates from September for those on Plan 2 and Plan 3 loans.

Consumer Prices Index (CPI) annual inflation was 11.9% for low-income households (those in the second income decile) and 10.5% for high-income households (those in the ninth income decile) in the year to October 2022, compared with an all-households rate of 11.1%.

Producer input prices rose by 19.2% in the year to October 2022, down from 20.8% in the year to September 2022. Producer output (factory gate) prices rose by 14.8% in the year to October 2022, down from 16.3% in the year to September 2022.

UNISON's Scottish Secretary, Tracey Dalling, will be giving evidence to the Scottish Parliament today (Tuesday 15 November 2022) and calling for the National Care Service (Scotland) Bill to be withdrawn. UNISON, Scotland's largest trade union, supports the idea of a National Care Service but says the Bill the Scottish government is proposing is not fit-for-purpose.

The founder of the world's largest cryptocurrency exchange, Binance CEO Changpeng Zhao, has called for more regulatory clarity after a week of crypto market chaos and a year in which investors are estimated to have lost US$2 trillion (£1.7 trillion). "We do need to increase the clarity of regulations and the sophistication of regulations in the crypto space," Zhao said to a gathering of G20 leaders at a summit in Bali.

Global economic growth prospects are confronting a unique mix of headwinds, including from Russia's invasion of Ukraine, interest rate increases to contain inflation, and lingering pandemic effects such as China's lockdowns and disruptions in supply chains. In turn, our latest World Economic Outlook, released last month, lowered our global growth forecast for next year to 2.7 percent, and we expect countries accounting for more than one third of global output to contract during part of this year or next.

Three key factors are weighing on the global growth outlook: (i) persistently high and broad-based inflation is necessitating a tightening of monetary policy in many major economies (ii) the growth momentum in China remains weak amid intermittent pandemic lockdowns and the worsening property market crisis; and (iii) Russia's invasion of Ukraine and associated sanctions have contributed to continued supply disruptions, rising food insecurity, and energy concerns—particularly in Europe amid a sharp reduction in Russian gas supply.
