Council tax in Scotland will be frozen next year, Humza Yousaf has announced in his speech to the SNP conference.
The Scottish Government had opened a consultation which could see council tax on the highest bands increased by between 7.5% and 22.5%.
He said plans to make increases were scrapped.
"We have consulted on what level council tax should be next year. And conference, we have reached our decision.
I can announce to the people of Scotland that, next year, your council tax will be frozen."
It is only two years since council were allowed to increase council tax.
In due course the Scottish Government will have to say how they will fund council services. In the decade that saw the last council tax freeze many services came under pressure no least roads.
