The Taxing Wealth Report 2024 is all about tax reforms. However, to propose reforms without suggesting why it is economically appropriate to do so makes no sense to me, so amongst the tasks I have been working on as the project moves to a close are a couple of papers on the economics of tax and the resulting criteria for decision making I have used in the report.

This is the first of those papers. I admit it is long. There are almost 6,000 words in this post. There is a PDF if it is easier to read this post that way, here. It is also worth making clear that there are four appendices to this post, which can be skipped by those familiar with the issues that they refer to.

This is some solid weekend reading, and I make no apology for the reiteration in some of what follows: I think the issues require that.
