If You Buy Goods From Shein Or Temu You Better Be Quick

25th April 2025

The UK government is currently reviewing the de minimis rule, which allows goods valued at £135 or less to enter the country without paying customs duties. Chancellor Rachel Reeves has pledged to reassess this policy, following concerns from British retailers that it creates unfair competition and enables the dumping of cheap imports.

Both the US and the EU have already scrapped de minimis.

Retailers such as Next, Sainsbury's, Primark, and Currys have urged the government to close this loophole, arguing that it disadvantages UK businesses. The Trade Remedies Authority has been tasked with accelerating its work on this issue, including enhanced surveillance and quicker responses to import surges.

While some businesses support the review, major logistics providers like Royal Mail, DHL Express, and Evri have warned that removing the de minimis threshold could lead to higher costs and delays at the UK border.

The government has not yet confirmed whether the rule will be scrapped, but consultations with businesses are set to begin soon.

Customs duty on goods entering the UK varies depending on the type of product, its country of origin, and its HS code (Harmonized System code). Generally, UK import duties range from 0% to 25%, with higher rates applying to certain goods like agricultural products, textiles, and vehicles.

In addition to customs duty, importers must also pay:

Value Added Tax (VAT) - typically 20% on most goods.

Excise duties - applicable to alcohol, tobacco, and fuel products.

Anti-dumping duties – imposed on certain products to prevent unfair pricing.

Processing and clearance fees – charged by customs authorities.
