The UK HPI shows house price changes for England, Scotland, Wales and Northern Ireland.

UK house prices
UK house prices rose by 3.9% in the year to May 2025, up from the revised estimate of 3.6% in the 12 months to April 2025. On a non-seasonally adjusted basis, average house prices in the UK increased by 1.1% between April 2025 and May 2025, compared with a increase 0.8% from the same period 12 months ago (April 24 and May 2024).

The UK Property Transactions Statistics showed that in May 2025, on a seasonally adjusted basis, the estimated number of transactions of residential properties with a value of £40,000 or greater was 81,000. This is 11.8% lower than a year ago (May 2025). Between April 2025 and May 2025, UK transactions decreased by 25.1% on a seasonally adjusted basis.

House price monthly increase was highest in Yorkshire and the Humber where prices increased by 2.4% in the year to May 2025. The highest annual growth was in the the North East, where prices increased by 6.3% in the year to May 2025.

on average, house prices have risen 1.1% since April 2025.

England
In England the May data shows, on average, house prices rose by 1.3% since April 2025. The annual price rise of 3.4% takes the average property value to £290,000.

Yorkshire and the Humber experienced the most significant monthly increase with a movement of 2.4%
London saw the biggest monthly price fall, with a reduction of -1.4%

The North East experienced the greatest annual price rise, up by 6.3%

The South West saw the lowest annual price growth, with a rise of 1.9%

The House Price Index for May 2025 reflects applications received up to the end of May 2025. Estimates for the most recent months are provisional and are likely to be updated as more data is included.

The latest HPI for Scotland shows the average price of a property in Scotland in May 2025 was £192,000, an increase of 6.4% when compared to May 2024.

Compared to the previous month, house prices in Scotland were unchanged on a non-seasonally adjusted basis, whilst on a seasonally adjusted basis there was a decrease of 0.1%.

The UK average house price was £269,000 which was an annual increase of 3.9% on May 2024. Compared with the previous month, UK house prices increased by 1.1% on a non-seasonally adjusted basis and increased by 0.7% on a seasonally adjusted basis.

The volume of residential sales in Scotland in March 2025 was 7,495. When compared with the first published figures for March 2024 this was an annual decrease of 2.2%. Published transactions for recent months will increase as later registered transactions are incorporated into the index.

Commenting on the house price figures in Scotland, a Registers of Scotland spokesperson said:

"There was an increase of 6.4% (to £192,000) in the average house price for Scotland in the 12 months to May 2025. This compares to an increase of 3.9% (to £269,000) in average house prices for the UK as a whole."

Average prices for Local Authorities are based on a 3-month moving average to help remove some of the volatility in the series. Increases were recorded in 30 out of 32 local authority areas, when comparing prices with the previous year. The largest increase was in Inverclyde where the average price increased by 12.5% to £114,000. The largest decrease was recorded in Aberdeenshire, where the average price decreased by 2.5% to £201,000.

Orkney Islands, Na h-Eileanan Siar and Shetland Islands are not considered when highlighting which local authorities have experienced the highest/lowest increase, due to the very low numbers of sales transactions in these local authorities which can lead to volatility in the series.

Highland
The average house price in Highland was £220,000 in May 2025 (provisional), up 7.2% from May 2024. This was higher than the rise in Scotland (6.4%) over the same period.

Rent data for Scottish areas are for 'broad rental market areas'. Highland is in the rental area of Highland and Islands.

Private rent prices rose to an average of £698 in June 2025, an annual increase of 3.9% from £672 in June 2024. This was lower than the rise in Scotland (4.4%) over the year.

The average price paid by first-time buyers was £179,000 in May 2025 (provisional). This was 6.8% higher than the average of £168,000 in May 2024 (revised).

For homes bought with a mortgage, the average house price was £214,000 in May 2025 (provisional). This was 7.8% higher than the average of £198,000 in May 2024 (revised).
