Statistics on annual average private sector rents to the end of September 2025 have been released today.
These statistics are based predominantly on advertised rents and so reflect rents that landlords are charging when their properties become available for rent at the point of tenant turnover or when properties are new to the rental market. Rents presented here do not capture the effect of rental price restrictions arising from the Rent Adjudication (Temporary Modifications) (Scotland) Regulations 2024 on existing tenants and which were in effect between April 2024 and April 2025.
The changes in average rents across Scotland in the latest year by different property size categories were:
+4.0% or +£28 per month for 1-bedroom properties, reaching £738 per month
+3.1% or +£28 per month for 2-bedroom properties, reaching £921 per month
+1.6% or +£18 per month for 3-bedroom properties, reaching £1,154 per month
-1.5% or -£26 per month for 4-bedroom properties, falling to £1,767 per month
+5.5% or +£29 per month for 1-bedroom shared properties, reaching £560 per month
For the most common size of property (two bedrooms) rents increased in 16 out of 18 Broad Rental Market Areas of Scotland (areas related to local housing allowance) compared with the previous year. In 12 areas, rent increases exceeded the average 12 month UK CPI inflation rate of 3.1% for two bedroom properties.
The highest increases in average two bed rents were seen in Dumfries and Galloway (+13% or £64 per month). In Dundee and Angus and in Lothian, average 2 bed rents decreased by -5.3% (or -£43) and -0.1% (or -£2) respectively.
Lothian had the highest average monthly two bedroom rent (£1,356) in year to end September 2025. Dumfries and Galloway had the lowest average monthly two bedroom rent (£569).
Since 2010, four areas have seen average rent increases at or above the average rate of inflation for all property sizes (54.7%). These were Dundee and Angus, Forth Valley, Greater Glasgow and Lothian. For 2 bedroom properties, 9 out of 18 areas saw property rent increases by more than the 2010 and 2025 inflation rate (54.7%). All areas saw 4 bedroom property rent increases at or above the 2010 and 2025 inflation rate (54.7%).
These statistics refer to the average 12 month UK Consumer Price Index rate of inflation, which was 3.1% across the year to end September 2025, and which was 54.7% between the year to end September 2010 and the year to end September 2025.
The full statistical publication, based predominantly on advertised rent data, includes main findings on rent levels for one bedroom, two bedroom, three bedroom, four bedroom, and one bedroom shared properties. It presents information on rent levels for these property sizes across each of the 18 broad rental market areas in Scotland and contains information on average rents as well as rents at the higher and lower end of the market.
