Multinational Force - Ukraine (MNF‑U)
The signatories intend to contribute to a Multinational Force - Ukraine (MNF‑U) — a coalition of "willing" nations that would operate on Ukrainian territory to deter future aggression, support recovery and reconstruction of Ukraine's defence capabilities, and provide training and logistical support.
This force would operate in coordination with Ukrainian armed forces and under agreed command and control structures, with necessary legal arrangements for deployment, status, privileges and immunities.
Scope of Activities in Support of Ukraine
The MNF‑U would be involved in deterrence operations across air, land and sea domains, as well as in training, planning, and rebuilding of Ukraine’s defence forces.
Ukraine would establish the legal and institutional framework for the presence of this force on its territory, using status‑of‑forces agreements compatible with NATO and Partnership for Peace arrangements.
Expansion and Cooperation
The declaration envisages other nations joining the MNF‑U, expanding multinational participation and cooperation.
The UK, France and Ukraine also commit to enhancing interoperability, sharing experience, and developing doctrine and standards aligned with NATO procedures.
All actions by contributing nations are to be carried out in accordance with international law, human rights standards, and anti‑corruption principles.
Overall Purpose
The declaration does not itself deploy troops, but it establishes a framework and shared intent for future multinational military support — focused on deterrence, defence capability rebuilding, and strategic sustainability once a peace agreement is in place. It also provides the basis for legal and operational arrangements for forces from the UK, France, and other willing nations to operate in Ukraine.
