Artificial Intelligence (AI) is often portrayed as something that exists in the cloud – invisible, intangible and somehow detached from the real world.
The reality couldn't be more different.
Every time you ask ChatGPT a question, stream a film, search online or use an AI-powered service, somewhere a vast warehouse full of computers is consuming enormous amounts of electricity, processing data and generating heat that has to be cooled.
These buildings are called data centres, and they are becoming as strategically important in the 21st century as factories, power stations and ports were in the Industrial Revolution.
That is why an increasingly heated debate is taking place across the UK – and particularly in Scotland.
What exactly is a data centre?
Forget the image of a few computers sitting in an office.
Modern AI data centres are enormous industrial buildings containing tens of thousands of high-performance computer processors working around the clock.
They require:
Huge amounts of electricity.
High-capacity internet connections.
Sophisticated cooling systems.
Reliable power supplies.
Large areas of land.
Some consume as much electricity as a medium-sized town.
As AI becomes part of everyday life, demand for these facilities is expected to increase dramatically.
Why is Britain worried?
The UK has produced many world-leading AI companies and researchers.
But critics argue we have failed to build enough of the physical infrastructure needed to support them.
As a result, much of the computing carried out on behalf of UK businesses already takes place in overseas data centres operated by American technology giants.
That doesn't mean your personal information is automatically being sent abroad. Cloud computing has always spread workloads across international networks.
However, it does mean Britain risks becoming a country that develops clever ideas while relying on other nations to provide the expensive infrastructure that makes those ideas commercially possible.
The economic rewards do not always follow the innovation.
Scotland finds itself at the centre of the argument
Scotland has abundant renewable energy and available land, making it attractive for developers wanting to build new AI data centres.
The UK Government sees this as an opportunity.
The Scottish Government, however, faces growing pressure from campaigners concerned about the cumulative impact of dozens of proposed developments.
Critics argue that data centres consume vast quantities of electricity, compete with other users for grid capacity and place additional demands on infrastructure.
Some fear they could limit the availability of electricity for future housing developments or industrial investment unless substantial upgrades are made to the national grid.
Supporters respond that these projects bring investment, skilled jobs and position Scotland at the forefront of one of the world's fastest-growing industries.
The Lanarkshire controversy
The debate intensified following proposals for a major AI Growth Zone in Lanarkshire.
The project was promoted as bringing billions of pounds of investment and thousands of jobs.
However, questions have since been raised about whether sufficient renewable electricity and grid capacity actually exist to support developments on the scale originally suggested.
Critics say politicians announced ambitious projects before fully resolving practical questions about energy supply.
Supporters argue these are precisely the kinds of infrastructure challenges that need to be solved if Britain wants to remain internationally competitive.
Why should ordinary people care?
Many people assume this debate has little to do with them.
In reality, it could affect almost everyone.
Electricity networks have finite capacity.
Every major new demand on the system requires investment somewhere.
If governments prioritise supplying power to AI infrastructure, they may also need to spend billions upgrading transmission lines, substations and generation capacity.
Those costs are ultimately borne by someone – taxpayers, consumers or businesses.
Planning decisions could also become more contentious as councils balance local concerns against national economic priorities.
Communities may find themselves debating whether land should be used for housing, manufacturing, renewable energy or data centres.
These are choices that will shape local economies for decades.
The risk of getting it wrong
Britain faces a genuine dilemma.
Build too few data centres and the country risks becoming dependent on overseas infrastructure, missing out on investment and allowing much of the economic value created by AI to flow abroad.
Build too many without proper planning and communities could face increased pressure on electricity networks, land use and public infrastructure.
Neither outcome is attractive.
This is about more than computers
Data centres may not be glamorous.
Most people will never set foot inside one.
Yet they are rapidly becoming one of the defining pieces of national infrastructure for the digital economy.
The roads and railways built during the Victorian era powered the Industrial Revolution.
Today's data centres may prove just as important to the AI revolution.
The real question facing Britain is not whether AI will transform the economy.
It almost certainly will.
The question is whether we will own enough of the infrastructure needed to benefit from that transformation, or whether we will simply become customers of countries and companies that invested earlier and thought further ahead.
That decision will influence not only where the jobs and investment go, but also how governments, councils and taxpayers balance the competing demands on Britain's energy system for decades to come.

Government must set out strategy to achieve sovereign AI capabilities, UK risks being cut off “at whim,” MPs warn
In an era of geopolitical instability and technological competition, the UK government “may not be able to count on its allies” for access to critical technologies and must set out an AI sovereignty strategy, MPs say.
A new report from the Science, Innovation and Technology Committee finds the government has “no coherent strategic framework” for how it will leverage its world-leading scientific research and institutions to advance its wider diplomatic and economic goals.
Instead, the committee concludes that the government takes an "opportunistic approach” to international agreements in science and technology. The report calls for a clear framework for science partnerships and engagements, backed by delivery plans to provide certainty for industry. Without this, the UK risks “substituting activity for strategy”, weakening its international credibility and wider ambitions.
This lack of an over-arching plan is evident in the government’s approach to tech sovereignty. The report argues that, whether it acknowledges it or not, the UK is in a global race for sovereign tech capabilities, with AI emerging as a “central arena” for competition and collaboration.
MPs warn that the US’s recent restrictions on some AI models highlights the risk of relying on allies for access to technologies that are critical to economic growth and national security, and that the government must protect its tech sovereignty. It needs to set out realistic ambitions for sovereign capabilities in key sectors like AI, quantum and space. This would be a necessary precursor for a joined-up strategy to achieve them.
Geopolitical pressures and the importance of technological sovereignty make long-standing challenges around commercialising homegrown research more urgent. Whilst the UK produces world-class early-stage research, it struggles to scale companies domestically. Many innovative firms are forced to move overseas to grow, and MPs urge the government to address the gaps in later-stage funding for deep tech companies through more targeted investment and public procurement.
Recent events have demonstrated the government’s inability to adapt at pace to shifts in geopolitics and to technological advancements. The report finds that the UK has failed to capitalise on opportunities to expand its reputation and soft power in science and tech through decisions in areas such as attracting international talent, and cutting ODA R&D.
Chair comment
Dame Chi Onwurah, Chair of the Science, Innovation and Technology Committee, said:
“The UK is in the premier division of science and the premier division for diplomacy, but we don’t know where we stand in the field of science diplomacy. As geopolitics is turned upside down and the world becomes increasingly competitive, we must be able to leverage our world-class science and research to advance our diplomatic and economic goals. Without a clear plan, the government will be unable to achieve this.
“This failure risks undermining the UK’s tech sovereignty. There is a global race for sovereignty in technologies like AI, whether the government recognises it or not, and leverage may not be sufficient to achieve this. The government needs a realistic plan to achieve sovereign capabilities in critical areas or risk having its access cut off at the whim of its partners.
“I hope the incoming administration will learn from the mistakes of its predecessors and move quickly to create a clear plan for how it will work internationally on science and technology. Without this, we risk falling even further behind in the global race for science and technology capability, undermining our economic prosperity and national security.”
