There is a strange contradiction developing across Europe.
Governments are talking about the possibility of a prolonged confrontation with Russia, strengthening their armed forces and worrying about the security of critical infrastructure.
At exactly the same time, they are spending enormous sums on renewable energy, electricity grids, battery storage and reducing their dependence on imported fossil fuels.
It is tempting to see these as completely separate stories.
They are not.
The war in Ukraine has changed the way Europe thinks about energy. What was once largely an environmental argument about replacing fossil fuels has increasingly become an argument about security, resilience and economic independence.
And that brings the story surprisingly close to Caithness.
The energy lesson of Ukraine
Russia's invasion of Ukraine demonstrated just how vulnerable an economy can become when it depends heavily on imported energy.
Europe had spent decades building an energy system in which Russian oil and gas played an important role. After the invasion, that dependence suddenly became a strategic liability.
The response has been dramatic.
Europe has diversified its energy supplies, built LNG infrastructure, expanded renewable generation and accelerated investment in electricity networks and storage.
The transformation is now becoming visible in the numbers. Renewable electricity generation across Europe is growing so rapidly that wind and solar are expected to exceed gas-fired electricity generation for an unusually long period during 2026.
This is no longer simply about climate policy.
It is about asking a very basic strategic question:
What happens if the fuel you depend upon suddenly becomes extremely expensive, politically unreliable or unavailable?
The answer increasingly seems to be: generate more of your own energy.
Europe's new energy arms race
There is therefore an argument that Europe is not necessarily preparing for another world war.
It is preparing for a world in which geopolitical confrontation may last for decades.
That distinction matters.
Governments do not need to believe that Russian tanks will cross another European border to conclude that energy infrastructure needs to be more resilient.
Nor do they need to expect another pandemic or Middle Eastern conflict to understand the danger of relying on a small number of international suppliers.
The energy shocks of recent years have demonstrated the vulnerability.
Europe is consequently investing heavily in renewables, batteries, electricity grids and other forms of flexibility.
Reuters recently described Europe's energy transition as an economic security race, pointing out that high energy costs themselves have become a threat to European industry.
Another recent analysis estimated that Europe could require hundreds of billions of euros of investment every year through 2040 as it attempts to electrify its economy and increase domestic energy production.
That is an extraordinary amount of money.
And somebody has to build the infrastructure.
Which brings us to Caithness
Look around Caithness and the European strategy suddenly becomes much easier to see.
We have wind farms and we have proposals for more wind generation.
We have transmission infrastructure.
We have substations.
We have offshore wind developments.
We have proposed battery energy storage systems.
We have the Dounreay nuclear site and its associated energy and engineering expertise.
This isn't theoretical.
For example, Highland Council planning papers now include proposals for battery systems ranging from tens of megawatts to several hundred megawatts in Caithness. One proposed development at Mey has capacity of up to 300MW, while another proposed Caithness Energy Storage project has been described as approximately 500MW.
There is also the proposed Clach Energy Storage project near Halkirk, around 14 kilometres south of Thurso.
These projects can sometimes look like individual planning applications arriving one after another.
But collectively they are part of something much bigger.
Caithness is becoming part of the infrastructure of Britain's electricity security.
Why do we need all these batteries?
This is an important point because battery storage can be misunderstood.
A battery does not necessarily mean that electricity is being produced.
Instead, it provides flexibility.
When wind generation is high and there is more electricity available than the system immediately needs, batteries can charge.
When demand rises or generation falls, they can discharge.
That becomes increasingly valuable as the proportion of weather-dependent generation increases.
The European energy system is therefore moving from a relatively simple model — produce electricity when required — towards a much more complicated one involving generation, storage, interconnection, demand management and increasingly sophisticated grids.
This is why batteries are appearing alongside wind farms and substations.
It is also why strengthening the electricity network is becoming just as important as building generation.
Recent European investment analysis identifies grid congestion as one of the major obstacles to the renewable transition and describes storage as one way of relieving pressure at critical points in the transmission network.
But here comes the Caithness question
There is a danger that Caithness looks at all this and sees only one side of the equation.
Another wind farm.
Another battery.
Another substation.
Another transmission line.
Another construction project.
Another piece of infrastructure occupying land.
And then people quite reasonably ask:
What do we get?
That question should not be dismissed as opposition to renewable energy.
It is a legitimate economic question.
If Caithness is becoming strategically important to Britain's energy system, then perhaps the community should be asking what strategic importance is worth.
Are we merely the host?
This is where the debate could become much more interesting.
For decades, remote parts of Scotland have often supplied resources to the wider economy.
Oil and gas came from the North Sea.
Electricity is generated in areas such as Caithness and transmitted elsewhere.
Now renewable electricity is becoming another major export.
The danger is that Caithness becomes a place where the infrastructure is located while the economic benefits largely accumulate somewhere else.
The alternative is to argue that energy infrastructure should become an economic development opportunity rather than simply a planning issue.
That could mean more local construction and engineering work.
It could mean training programmes linked directly to the energy projects being developed.
It could mean encouraging suppliers to establish themselves locally.
It could mean community ownership.
It could mean investment in local roads, housing and public services.
And ultimately it raises a much more ambitious question:
Could Caithness become an energy-intensive economic centre rather than simply an energy-producing area?
What about cheaper electricity?
This is perhaps the most politically sensitive question.
People living close to wind farms can understandably ask why they should see turbines and transmission infrastructure while continuing to pay ordinary electricity prices.
The answer is complicated because electricity markets don't simply work on the principle that electricity produced beside your house automatically becomes cheaper for you.
But that doesn't mean the question should be abandoned.
If Britain wants communities to support the enormous infrastructure programme required to transform the electricity system, there is a strong argument for ensuring that communities hosting that infrastructure see tangible economic benefits.
That could take many forms.
Local energy discounts.
Community ownership.
Investment funds.
Reduced energy costs for local businesses.
Support for heat pumps and insulation.
Or perhaps attracting industries to areas where abundant electricity can become a competitive advantage.
The important point is that the benefit does not have to be limited to a community fund attached to a wind farm.
It could be a much bigger economic strategy.
The cost-of-living problem
There is another reason this matters.
Europe's energy transformation is not free.
Billions and eventually trillions of pounds and euros are being invested in generation, grids, storage and infrastructure.
Those costs ultimately have to be paid by somebody.
At the same time, Europe is trying to maintain industrial competitiveness while its electricity prices remain considerably higher than those of some international competitors.
So there is a danger of creating a paradox.
We invest enormous sums to achieve energy security, but households and businesses could still struggle with expensive electricity.
That is why the next stage of the energy transition cannot simply be about producing more electricity.
It has to be about producing reliable, affordable electricity.
That is where Caithness could have an opportunity.
From being remote to being strategically important
For years, Caithness has often been described as peripheral.
Geographically, that is true.
Economically, it doesn't necessarily have to be.
The same characteristics that once made Caithness remote can now have advantages.
There is space for infrastructure.
There is access to some of Britain's best wind resources.
There is proximity to the Pentland Firth and the North Atlantic.
There is an existing energy and nuclear engineering history around Dounreay.
There is an increasingly important electricity network.
And there is potential for large-scale energy storage.
That combination could become increasingly valuable as Britain seeks greater energy security.
The question is whether Caithness simply accommodates the infrastructure or uses its strategic position to build a new economic future.
The bigger picture
The war in Ukraine may eventually end.
But the geopolitical changes it has produced are unlikely to disappear overnight.
Europe has learned that energy security is national security.
It has learned that dependence on a single supplier can become a strategic weakness.
It has learned that electricity grids are critical infrastructure.
And it is discovering that batteries, renewables, nuclear power, interconnectors and flexible demand are all pieces of the same security puzzle.
That means the enormous investment now taking place isn't necessarily evidence that Europe expects another world war.
It may be something more subtle.
Europe could be preparing for a long period in which energy security, defence, economic competition and geopolitics remain permanently connected.
And that has consequences for Caithness.
The next time somebody proposes another battery storage facility or wind farm, perhaps the question should not simply be:
"Do we want this development?"
There is another question worth asking:
"If Britain and Europe increasingly need what Caithness has, what should Caithness reasonably expect in return?"
That could be the beginning of a very different conversation.
Because if Caithness is going to help provide Britain's energy security, perhaps it should not merely be a place where the infrastructure is built.
It should be a place that shares in the economic future that infrastructure is creating.
