Britain's Food Resilience: What Happens If the Lorries Stop?

Britain has one of the most efficient food distribution systems in the world.

Walk into almost any supermarket and it is easy to take that efficiency for granted. Shelves are stocked, fresh food arrives every day, deliveries are scheduled with extraordinary precision and huge distribution networks move millions of products around the country with remarkably little waste.

But there is a question we perhaps do not ask often enough.

What happens if that system suddenly stops working?

Not for months.

Not even for weeks.

What if something went seriously wrong for just a few days?

That question has become much more important because Britain is discovering that efficiency and resilience are not necessarily the same thing.

The National Audit Office has now warned that the UK has not done enough to prepare for major shocks to the food supply. Its concerns include climate change, pandemics, cyber-attacks and geopolitical conflict. The NAO has also highlighted Britain's dependence on imports and the concentration of those imports through a relatively small number of major ports.

That should make us stop and think.

Because the modern British food system is an extraordinary piece of logistical engineering.

It is also a system that depends upon thousands of things happening correctly every single day.

Farmers need fuel.

Food processors need electricity and water.

Refrigerated warehouses need electricity.

Lorries need diesel.

Drivers need to be available.

Ports need to operate.

Roads need to remain open.

Computer systems need to work.

Payment systems need to function.

Warehouses need to receive deliveries and send them out again.

And supermarkets need customers to buy at roughly the rate at which replacement stock arrives.

The system works because all these pieces fit together.

The problem is that a failure in one part can quickly put pressure on the others.

The myth of the three-day food supply

There is a figure frequently quoted in discussions about British food security: that supermarkets have only around two or three days of food supplies.

It is an attractive statistic because it sounds simple and alarming.

But it needs qualification.

There is no single official figure saying that Britain as a whole has exactly two or three days' food in supermarkets and warehouses.

The reality is much more complicated.

Different products have very different storage lives. A supermarket may have only a short supply of fresh bread, milk, fruit and vegetables immediately available, while other products may exist in warehouses, farms, processors or import pipelines for considerably longer.

But the underlying concern behind the three-day figure is real.

The Government's own Food Security Report says that many businesses operate on a just-in-time model, holding very low stock levels because maintaining large inventories costs money and is often unsuitable for perishable goods.

The advantage is obvious.

Less storage.

Less waste.

Lower costs.

Faster turnover.

The disadvantage is equally obvious.

The system needs to keep moving.

The Government itself describes just-in-time food supply chains as sensitive to transport disruption. It specifically identifies border delays, extreme weather and accidental or malicious disruption to transport networks as potential risks.

That means Britain does not necessarily have to "run out of food" for the public to experience a food crisis.

We could simply run out of particular foods in particular places.

And that could happen much faster than many people imagine.

Imagine the lorries stopped

Consider what happens if a major disruption affects Britain's road transport network.

The first day might not look particularly dramatic.

Most supermarket shelves would still contain food.

The warehouses would still contain stock.

People would continue shopping normally.

But then replacement deliveries would begin to fail.

Fresh products would be particularly vulnerable.

Milk is not something that can simply be stored for months.

Neither are many fresh vegetables, salads, meat products and bakery goods.

As existing stock is sold, supermarkets would have to decide which stores receive the remaining supplies.

That is when consumers would start noticing.

One supermarket might still have milk while another has none.

One town might have bread while another has empty shelves.

Some products would disappear while alternatives remained available.

And once consumers became concerned, another problem could emerge.

Panic buying.

We saw a version of this during the Covid pandemic. Britain did not suddenly lose its ability to produce food, but consumer behaviour created enormous additional pressure on the distribution system.

People who normally bought one packet of pasta bought five.

Those who normally bought one bottle of cooking oil bought several.

The demand surge emptied shelves faster than the logistics system could replenish them.

The result was that a relatively manageable disruption could become much more serious because millions of people reacted to the same information at the same time.

Britain's efficiency is also its vulnerability

There is a lesson here that goes well beyond food.

For decades we have been encouraged to make systems more efficient.

Companies have reduced warehouses.

Stock levels have been cut.

Deliveries have become more frequent.

Businesses have outsourced functions.

Supply chains have become international.

Everything is designed to reduce costs.

And it works.

The problem comes when the unexpected happens.

A system designed around efficiency can have very little spare capacity.

That is why the Government's own food security report talks about the tension between just in time and just in case.

A just-in-case system deliberately holds additional stocks as a buffer against disruption.

It costs more.

But it buys resilience.

And perhaps Britain now needs to have a much more serious debate about how much resilience we are prepared to pay for.

The threats are no longer theoretical

We have already seen what disruption can do.

Covid exposed weaknesses in international supply chains.

Russia's invasion of Ukraine caused enormous disruption to energy, grain, fertiliser and other agricultural inputs.

The Government's food security report notes that the Ukraine crisis exposed Britain's vulnerability to international energy and fertiliser prices and caused a huge increase in food-price inflation.

Extreme weather presents another growing threat.

The UK has experienced flooding, storms, drought and heat extremes that can affect both agriculture and transport.

The current year provides a particularly uncomfortable example.

Farmers have been dealing with severe drought and extreme weather, while the Government is warning about the potential effects of an unusually strong El Niño event and encouraging households to prepare for emergencies.

Then there is the threat that receives less attention from shoppers.

Cyber-attacks.

A modern supermarket is not simply a building containing tins and vegetables.

It is a computer-controlled logistics operation.

Ordering systems, warehouse management, payment systems, stock control, delivery scheduling and communications are all increasingly dependent upon digital infrastructure.

A serious cyber-attack does not have to destroy a warehouse physically.

It could simply prevent the right information from reaching the right place.

And in a just-in-time system, that can be enough.

Britain does produce a lot of its own food

It would be wrong to portray Britain as a country that is entirely dependent upon imported food.

We are not.

British farmers produce substantial quantities of the food we eat.

And imports are not necessarily a weakness. The Government points out that having diverse sources of food imports can actually increase food security because it allows Britain to switch suppliers when one source is disrupted.

The problem is concentration and dependency.

Britain cannot produce everything it consumes.

We remain particularly dependent upon imports for fruit, vegetables and seafood.

We also depend upon imported agricultural inputs.

Fertiliser.

Animal feed.

Seeds.

Machinery and components.

Fuel.

Specialist ingredients.

Even flour production has vulnerabilities because some mandatory nutrients added to flour depend upon highly specialised international supply chains. The Government's own report gives the example of calcium carbonate, where disruption could rapidly affect millers because of the low-stock, just-in-time model.

So food security is not simply about how many acres of wheat Britain grows.

It is about whether the whole system can continue functioning.

The North of Scotland illustrates the problem

For rural Scotland there is another dimension.

Food does not simply have to enter Britain.

It has to travel across Britain.

A product arriving at a major port still has to reach a distribution centre and then a supermarket or shop.

For communities in the Highlands and Islands, there can be considerably fewer alternative routes.

A disruption on a major road, ferry service, bridge, rail line or fuel supply can therefore have a disproportionate local effect.

This is why food resilience should not simply be considered a national question.

It is also a regional question.

What happens if the main route supplying a remote community is disrupted?

How quickly can supplies be rerouted?

How much storage exists locally?

Are there alternative suppliers?

How dependent is the community upon a single supermarket distribution network?

These are questions that rarely concern us while everything is working.

They become extremely important when it isn't.

Should Britain have strategic food reserves?

This is where the debate becomes politically difficult.

Britain once maintained much larger strategic stocks of essential commodities.

Over time, the philosophy changed.

The private sector became responsible for maintaining supply, while the market was expected to provide the flexibility necessary to deal with disruption.

For decades that approach worked remarkably well.

But the world has changed.

Britain is now dealing with geopolitical tensions, cyber threats, climate disruption and increasingly fragile international supply chains.

The NAO's warning suggests that the Government itself recognises that the old assumptions need to be reconsidered.

The answer does not necessarily mean filling enormous government warehouses with every conceivable food.

That would be expensive, wasteful and impractical for perishable products.

But Britain could consider strategic reserves of selected long-life foods and, perhaps more importantly, the inputs required to produce food.

Fertiliser.

Seed.

Animal feed.

Fuel.

Packaging.

Essential food-processing ingredients.

It could also mean ensuring that cold-storage facilities, distribution centres, ports, transport networks and energy supplies are formally treated as part of Britain's critical food infrastructure.

Because there is little point having food in a warehouse if there is no electricity to refrigerate it or no diesel to transport it.

We also need to think about the household

There is an interesting change taking place here.

The Government is now encouraging people to prepare for emergencies by keeping supplies of food and water at home.

That is sensible.

It does not mean filling the garage with six months of provisions.

A modest supply of long-life food, drinking water and other essentials could make a household considerably more resilient during a short disruption.

It also takes pressure off the shops.

If millions of households already have a few days of basic supplies, they are less likely to rush to supermarkets at the first sign of trouble.

That is not panic buying.

It is sensible preparation.

The paradox of modern food

There is a fascinating paradox here.

Britain's food system is extraordinarily efficient.

That efficiency is one reason we can buy a remarkable variety of food at relatively competitive prices.

But the same efficiency can make the system vulnerable.

We have effectively removed much of the slack.

The warehouse is smaller.

The delivery arrives later.

The lorry is scheduled more precisely.

The supermarket carries less spare stock.

The international supplier is expected to deliver on time.

The computer system coordinates everything.

When everything works, it is brilliant.

When several things go wrong at once, the lack of spare capacity becomes a weakness.

And modern crises increasingly have the potential to affect several systems simultaneously.

Imagine a severe storm disrupting roads and electricity while a cyber-attack affects distribution systems.

Or an international conflict pushing up fuel and fertiliser prices at exactly the time that drought reduces domestic agricultural production.

Or a major port disruption occurring alongside an outbreak affecting livestock.

Individually, each problem might be manageable.

Together, they could be much harder.

Food security is national security

Perhaps this is the biggest lesson.

Food security has traditionally been treated as an agricultural issue.

It is much bigger than that.

It is about energy.

Transport.

Ports.

Cybersecurity.

Water.

Farming.

Manufacturing.

Warehousing.

Communications.

Finance.

And ultimately public confidence.

If people believe that food will remain available, a temporary disruption can be managed.

If people believe that supplies are running out, behaviour can change very rapidly.

That is why Britain's food resilience deserves much more attention than it has traditionally received.

We should not become alarmist.

Britain is not on the verge of running out of food.

Indeed, the Government's evidence shows that the food system has proved remarkably resilient through Covid, Brexit-related disruption and the Ukraine shock. There have been no sustained shortages of food across the population in recent years.

But resilience should not be confused with invulnerability.

The system works extremely well.

That is precisely why we should understand what happens when it doesn't.

The supermarket shelf is the final visible part of a vast and complicated system stretching from the farmer to the processor, from the warehouse to the lorry, from the port to the distribution centre and finally to the shop.

Britain has spent decades making that system faster and cheaper.

Perhaps the time has come to ask whether we also need to make it harder to break.

Because the question is not whether Britain can feed itself during normal times.

The real question is much more uncomfortable.

If the lorries stopped arriving tomorrow, how long would our remarkably efficient food system remain remarkably efficient?

That is the question Britain needs to answer before we find ourselves discovering it the hard way.
