Heating Oil or Electric? The Difficult Choice Facing Rural Scottish Households This Winter

For many rural Scottish households, the question this winter will not simply be how much heating will cost. It will be which form of heating gives them the best chance of keeping warm without breaking the household budget.

That is becoming a difficult choice.

Around 142,000 Scottish households use heating oil as their main heating fuel. A further 27,000 use LPG. These households are disproportionately found in rural and island communities, where mains gas is often unavailable.

The problem is that heating oil has no price cap. Households have to buy it from the market, and prices can move rapidly when international oil prices rise.

And oil prices have been rising sharply again.

The latest Middle East disruption has pushed crude oil well above the levels seen earlier in the summer. That increase eventually feeds through into heating oil, although there is normally a delay between a change in the crude oil price and what households pay for a delivery.

The scale of the recent movement can already be seen in heating-oil prices. In the latest daily figures available from Northern Ireland, for example, the average price of 900 litres rose from about £791 on 28 August to almost £928 by 11 September. That is an increase of more than £130 in less than two weeks.

Prices will vary considerably between suppliers and regions, but the direction is what matters.

For someone with a large oil tank, the difference between filling it when oil is relatively cheap and filling it after another international price surge can amount to hundreds of pounds.

But switching to electricity is not necessarily the answer
Electric heating has one obvious advantage. You do not need to find several hundred pounds for an oil delivery before you can heat the house. You simply pay for the electricity as you use it.

But electricity is not cheap either. Ofgem's price cap for October to December 2026 puts the average electricity unit rate at 26.32p per kWh for households on default tariffs paying by Direct Debit. The typical combined gas and electricity bill is expected to rise by 4% to £1,723 a year, although actual bills depend on consumption and location.

And this is where the calculation becomes complicated.

A modern heat pump can use electricity considerably more efficiently than a conventional electric heater. But installing one can involve a substantial upfront cost and may require changes to the property and heating system.

For a household that already owns an oil boiler, simply switching it off and replacing all heating with ordinary electric heaters could therefore produce a very different result from installing a properly designed heat-pump system.

What happens when people simply turn the heating down?This is perhaps the most important question for this winter.

Many households have already learned to use less energy. They heat fewer rooms, turn thermostats down, wear more layers and use heating only when necessary.

There is nothing wrong with being energy efficient.

The problem comes when saving money means allowing a house to become persistently cold.

Older homes, particularly those in exposed rural areas, can be difficult to keep warm. Turning the heating off for long periods can increase condensation and damp problems, while older or vulnerable occupants may find cold temperatures increasingly difficult to tolerate.

There is also a psychological calculation. If a household is afraid of the cost of another oil delivery, it may delay ordering until the tank is almost empty and then find that prices have moved even higher. That can turn heating into a gamble on the international oil market.

Rural households have fewer alternatives
This is one reason why the issue deserves more attention in Scotland. The Scottish Government estimates that about 169,000 households use oil or LPG as their primary heating fuel and that around 87% of them are in rural areas.

These are not households that necessarily have a choice between several convenient heating systems.

A house miles from the gas network cannot simply switch to mains gas. Installing a heat pump may be desirable in the long term but can be expensive. Electricity may be convenient but costly if used extensively with conventional heaters.

Meanwhile, heating oil remains available but exposes the household directly to international events over which it has no control.

That makes the current situation particularly awkward for government policy.

Households are being encouraged to move away from fossil-fuel heating, yet many of those who still depend on oil live in precisely the rural properties where changing the heating system can be most difficult and expensive.

The Scottish Government has already recognised the immediate problem. It announced a £10 million support fund for households using heating oil and LPG following the earlier price shock.

But temporary help does not solve the longer-term question.

The winter test
The real test will come if oil prices remain high through the autumn and into winter. Households still using oil may try to stretch every litre. Those who have switched to electricity may discover that their electricity consumption rises sharply when the temperature falls. Others may simply decide that some rooms will remain unheated.

For rural Scotland, therefore, the debate about heating is no longer simply about moving from oil to electricity. It is about affordability, the condition of rural housing and whether people have a realistic alternative in the first place.

If energy prices remain elevated, the cheapest heating system may increasingly be the one that a household can afford to use.

And that could be a very different question from which heating system is theoretically the most efficient.

And Then There Is the Weather
There is one factor nobody can control or forecast with any certainty: the weather. Current seasonal forecasts do not point clearly to an exceptionally cold winter in northern Scotland, but neither can they rule out prolonged cold spells. For households in Caithness and other exposed parts of the north, wind, rain and damp can make a relatively modest fall in temperature feel much colder and increase the amount of heating needed.

That makes the decision to switch off an oil boiler more complicated. A mild winter could make reducing oil use look like a very sensible decision, but a cold January or February could quickly change the calculation. The practical answer for some households may be to keep both options available, using oil for sustained whole-house heating when necessary and electricity for heating individual rooms when only limited warmth is required. The cheapest strategy may ultimately depend as much on the weather as on the price of the fuel.

The bigger story is what happens later. A very strong El Niño is developing, and the Met Office says it is expected to peak during the winter. It has described the event as potentially unprecedented in the historical record.

That does not mean "a warm winter" for Scotland.

El Niño tends to influence the position of the jet stream and Atlantic weather systems, but the UK is on the edge of several competing influences. Some seasonal forecasts suggest a generally milder and wetter pattern across northern Europe, while other modelling shows that individual cold spells remain quite possible. A Sudden Stratospheric Warming, for example, can disrupt the normal winter circulation and potentially bring much colder air into the UK.
