Black Isle by-election result

The by-election for a councillor to represent the Black Isle Ward on The Highland Council has been won by Mrs Jennifer Barclay, who will join the Independent Group on the Council.
Mrs Barclay was one of eight candidates who contested the vacancy, following the death of her husband, Councillor Billy Barclay. She joins Councillors David Alston (Liberal Democrat), Craig Fraser (SNP) and Isobel McCallum (Independent) in representing the Black Isle Ward.
Voting was by the single transferable vote and Mrs Barclay emerged as the winner at the sixth stage of the count, gaining a total of 1,343 votes.
The electorate was 8,613 and the total number of votes cast were 3,084 votes, giving a turn out of 35.81%. There were 23 spoilt votes.
Mrs Barclay said: “I am very delighted and I think Billy would be very proud of me. I’d like to thank everyone who voted for me and everyone who helped me with my campaign, especially my daughter, Paula, and sons Christopher, Steven and Mark and my son-in-law Norman. I now look forward to representing constituents on the Black Isle on The Highland Council.”

The Highland Council is made up of 80 elected members. The new representation is Independent 34, SNP 21, Liberal Democrats 14, Labour 8, Independent Nationalist 1, Non-aligned 2.

Households across Scotland have received £4.1 billion in relief since the Council Tax Reduction scheme was introduced in 2013. Applications to the Inverness Winter Payments Scheme, which is fully funded by the Inverness Common Fund, have already been awarded to 1,035 eligible households within the 7 specified Inverness Wards. Leader of Inverness Area, Councillor Ian Brown said: "Since the Scheme was opened to applications for this winter, already £114,885 has been awarded to people who live in the eligible Wards of Aird and Loch Ness, Inverness West, Inverness Central, Inverness Ness-side, Inverness Millburn, Culloden and Ardersier and Inverness South Wards.
The first Highland-wide virtual jobs fair held last month has proved to be a hit with participants and businesses. Members have considered an update on the Council's medium term financial plan and the impact of the UK and Scottish Governments’ budgets on the coming year’s funding settlement. The position is currently looking more positive than initially planned for, however more detail needs to be worked through.
In November, The Highland Council launched a public statutory consultation to seek views on the proposed introduction of a Visitor Levy scheme across the Highlands. The Council has announced an extension to this consultation period, which will now give businesses, visitors and communities until 31 March 2025, an additional seven weeks, to take part and have their say.
