Decriminalised Parking Enforcment Finally Coming to Caithness

The Environment, Development and Infrastructure committee of Highland Council will meet on Thursday 16th August 2018.
Item 23 on the agenda is "Parking Services". This item sets out for councillors to approve the way in which Decriminalised parking enforcement will be a carried out, how it will be funded via parking charges and fines.
The police ceased to be responsible for enforcing parking and councils took over but so far for many towns little has happened. That is all about to change.
DPE is already in force in Inverness and Fort William.
During 2018/19 further delivery of DPE will include, Skye, Dingwall, Wick, Thurso, Nairn, Invergordon, Ullapool and Tain. The council may be able to increase the townships included in Phase 2 dependant on resources available.
Decision making on parking charges looks likely to be referred to local area committees. Difficult decisions are going to be taken by local councillors and paragraph 2.3 of the Parking Policy and Guidance 2018 - 2023 shows this -
If at this stage Councillors do not support the proposals, they will need support from Officers to consider:
how else income could be generated to support Community Services locally; and
which spending could reduce within the disagregated budget to counter the shortfall in car parking income.
