Businesses that meet the criteria will be eligible for both grants and a holistic business review with bespoke support based on their individual needs.
Carroll Buxton, deputy chief executive of HIE, said:
"Hotels are at the heart of our tourism sector, which is central to our regional economy and a vital source of rural employment.
"The hotel recovery programme will help protect these jobs and support this important network of businesses across our region recover from the impacts of the past few months.
"We very much look forward to working with our partner agencies to maximise the programme's effectiveness."

Grant Funding For Young Businesses Opens For Applications
Young businesses and social enterprises in the Highlands and Islands looking to increase productivity, innovation and employment can apply for funding from HIE. The fourth round of the Highlands and Islands Enterprise (HIE) Young Business Capital Grant (YBCG) is now open to businesses that have been trading for less than five years with up to 250 full-time equivalent employees.
